It operates on all folders and subfolders beneath. I navigated to D:\Program Files (x86) and assigned "Full control" permissions for the "Everyone" group, which allows global read/write/execute. All I want to do is compile this "hello world" style of LaTeX document. I'm not sure if the package installer is trying to connect to a repository or not.
